Overview
It is the expectation of the Articulation and
General Studies Committee (AGSC) that questions/issues pertaining to student
transfer of academic credit will be resolved by the institutional contact person who was appointed by
his/her President or Chancellor to manage transfer credit matters. The
Committee is confident that the institutional contact person has
sufficient knowledge to resolve the questions (without further attention at
another level of review) with respect to curriculum areas I-V, as well as AGSC
policies and procedures. If however, a student feels that further review is
necessary the following appeal procedures should be followed in strict keeping
with deadlines herein noted.
Appeals Procedures
1 The student may appeal in writing the
decision of the institutional contact person to the receiving
institution's Chief Academic Officer (CAO). If the CAO is also the
institutional contact person, the appeal ends. The student should obtain
the name and address of the school's CAO (or designee) as soon as possible and
schedule an appointment with him/her within fourteen (14) days of the last
meeting with the institutional contact person. If the student has
difficulty making an appointment with the CAO (or designee), the student should
make this known to the institutional contact person as soon as possible,
but definitely within the 14-day time frame. With respect to resolving the
appeal the CAO may seek guidance from the STARS office.
2. The decision of the CAO should be the
final resolution of the question/issue pertaining to the student transfer
academic credit. However, if the student feels that the CAO's decision is
factually wrong, he/she may appeal in writing to the chairperson of the
Articulation and General Studies Committee who will bring the appeal to the
attention of an appeal subcommittee comprised of the chair and vice chair of
the AGSC plus one appointee from the AGSC agreed upon by the chair and vice
chair . This written appeal must be sent to the chair within seven
(7) days of the CAO's decision. The decision of the AGSC is final.
3. Throughout the appeals process, the
student may receive help in getting names and addresses. This help should be
conducted through the receiving school's institutional contact person.
However, the responsibility for adhering to deadlines and following up on
appeal appointments and procedures rests solely with the student appellant.
4. All decisions made during the appeals
process should be forwarded as soon as possible but no later than seven (7)
calendar days to the STARS office.
